Dialogue and common activities between the OIE Member Countries of the European Union and OIE Member Countries of the OIE Regional Commission for Europe

 

Rationale of the National Seminars:

In compliance with the recommendation pertaining to the concept ‘from the stable to the table’ during the 21th Conference of the OIE Regional Commission for Europe held in Avila (Spain) in September 2004, several national seminars titled ‘Dialogue and common activities between the OIE Member Countries of the European Union and OIE Member Countries of the OIE Regional Commission for Europe’ have been organised with the assistance of the European Commission and TAIEX (Technical Assistance and Information Exchange Instrument) to familiarise and provide guidance to non EU Member Countries of Europe with procedures related to OIE international standards and the harmonisation of veterinary legislation in line with OIE standards and their implementation in place in the EU.
This capacity building programme destined to OIE Member Countries of Europe is part of the organisation's IVth Strategic Plan approved in May 2005 and is planned for completion in 2008/2009.
The animal disease crises we have recently experienced have provided a clearer understanding of the benefits to the international community of applying the appropriate animal health policies and programmes in order to safeguard public health and ensure food safety. Considering the context of new occurrences or re-occurrences of highly contagious diseases with severe consequences on rural economies, e.g. recently with African Swine Fever in Georgia, and having a public health impact when diseases are zoonoses, e.g. with Avian influenza, these Seminars are of particular importance in the region. In an area of globalisation, climate changes, the Veterinary Services have to meet new challenges. There is therefore an urgent need to improve the institutional and technical capacities of VS to prevent and control any outbreaks of emerging or re-emerging animal diseases, including zoonoses.

Objectives:

The Seminars aim at reaching out to the highest policy-making spheres for improving National Veterinary Services (NVS) to better prevent and control animal diseases.. These seminars are therefore designed to directly involve NVS, stakeholders (industry, trade and consumer organisations), Veterinary Faculty representatives and government officials in their works.
Several Member Sate experts, the OIE headquarters, OIE regional and sub-regional representation are involved to provide an overview OIE standard and guidelines as well as EC organisation, legislation and practical experience in the fields of animal health, food safety and animal welfare. The need for implementation of OIE standards and legislation throughout Europe is supported and special attention is paid to the relevant ways of collaboration between the OIE, the EU and the other countries of the OIE Regional Commission for Europe.

By July 2007, the Seminars will have been held in 15 countries: Bulgaria, Rumania, Turkey, the Former Yugoslav Republic of Macedonia, Albania, Serbia and Montenegro, Croatia, Bosnia Herzegovina, Georgia, Armenia, Azerbaijan, Moldova, Russia, Belarus and Ukraine. The last set of seminars will be organised in the 5 Central Asian Countries part of the OIE Regional Commission for Europe and will start with Kazakhstan and Kyrgyzstan in October 2007 with the support of the EC Delegation in those countries.

Agenda:

Slight adjustments have been made in the agendas from one seminar to another. The topics covered remained however the same.
