Foot and Mouth Disease (FMD)

 

In accordance with the OIE procedure for official recognition of disease status, this page provides access to the list of OIE Member Countries officially recognized free from foot and mouth disease (FMD) by the OIE through the adoption of a Resolution by the World Assembly of Delegates (World Assembly) of the OIE at the annual General Session in May every year.

A Member Country wishing to be officially recognized as disease-free by the OIE should submit the questionnaire laid out in Chapter 1.6. of the OIE Terrestrial Animal Health Code (Terrestrial Code) and comply with all requirements specified in the Terrestrial Code for FMD. The OIE Scientific Commission for Animal Diseases (Scientific Commission) is responsible to undertake, on behalf of the World Assembly, the assessment of OIE Member Countries applications for their compliance with OIE standards. The assessment carried out by the Scientific Commission is based on the recommendations formulated by a relevant ad hoc Group composed of world specialists in disease control.   

Subsequent to a disease outbreak or when the Scientific Commission determines that the conditions are not met anymore to demonstrate compliance with the relevant requirements of the Terrestrial Code, a disease status may be suspended. The Scientific Commission may decide to reinstate the suspended status when a Member Country has submitted an application which fulfils all the requirements requested for the recovery of official disease status laid out in the relevant Chapters of the Terrestrial Code. The suspensions and recoveries of disease status are announced by the Director General of the OIE in consultation with the Scientific Commission and the list of these is kept up to date until adoption of a new Resolution by the World Assembly in the following May.

Member Countries enjoying a disease free status officially recognised by the OIE must submit an annual reconfirmation form by the end of November every year.

Suspension of status "FMD free zone where vaccination is practised"

Paraguay

Further to the suspension of the status of the FMD free zone of Paraguay where vaccination is practised as recognised by the OIE World Assembly of Delegates in terms of Resolution XXI of the 75th General Session in May 2007 due to an outbreak occurred on 18 September 2011 in the village of Sargento Loma, the Scientific Commission for Animal Diseases (Scientific Commission) decided, on 27 October 2011, to request technical information from the Delegate of Paraguay with a view to evaluating whether the status of the remaining free zone where vaccination is practiced as recognized by the OIE World Assembly of Delegates in terms of Resolution XIV of the 79th General Session in May 2011 could effectively be maintained.

The Scientific Commission evaluated the information provided by the Delegate of Paraguay on 16 and 23 November 2011 with assistance from the ad hoc Group on evaluation of FMD free status of Member Countries.

Following the decision of the Scientific Commission, the status of the FMD free zone where vaccination is practiced as recognized by the OIE World Assembly of Delegates in terms of Resolution XIV of the 79th General Session in May 2011 is suspended with effect from 5 December 2011.

Paraguay

Following a report received from the OIE Delegate of Paraguay on an outbreak of FMD in the village of Sargento Loma, district of San Pedro (department of San Pedro), the status of the FMD free zone where vaccination is practised of Paraguay as recognised by the OIE World Assembly of Delegates in terms of Resolution XXI of the 75th General Session in May 2007 is suspended with effect from 18 September 2011.

Establishment of a containment zone within an FMD free zone

Botswana

Botswana submitted documentation requesting the evaluation of the establishment of a containment zone following an outbreak of foot and mouth disease (FMD) that occurred on 29 April 2011 at Butale Syndicate Crush (Francistown) located in the eastern part of zone 6 and reported to the OIE on 4 May 2011.
After evaluation of the information, the Scientific Commission for Animal Diseases concluded that Botswana’s activities submitted by Botswana were compliant with the provisions of Article 8.5.8. of the Terrestrial Animal Health Code (2011) on the establishment of a containment zone within an FMD free country or zone. This circumscribed containment zone had been established around the affected area as described in detail in the documentation submitted to the OIE by the Delegate of Botswana on 7 September 2011.
In accordance with the procedures adopted by the World Assembly of Delegates in May 2009, the "FMD free zone where vaccination is not practised" status for the zone located in the south of Botswana, as recognised by the OIE World Assembly of Delegates in terms of Resolution XV in May 2010, is re-instated with immediate effect from 26 September 2011, with the exception of the territory of the containment zone.
For the time being, the suspension of the FMD free status of zone 7 of Botswana is still in place.

Turkey

Following the assessment by the Scientific Commission for Animal Diseases of a report received from the OIE Delegate of Turkey on the FMD surveillance in wild animal population in the Thrace region, the "FMD free zone where vaccination is practised" status for the zone designated by the Delegate of Turkey in documents addressed to the Director General in November 2009 and in March 2010, as recognised by the OIE World Assembly of Delegates in terms of Resolution XV in May 2010, is suspended with effect from 6 September 2011.

Botswana

Following a report received from the OIE Delegate of Botswana on an outbreak of FMD in Ramokgwebana (province of Selibe Phikwe), the "FMD free zone where vaccination is not practised" status for the zone located in the east of Botswana (the zone 7 according to the documentation addressed to the OIE in November 2010), as recognised by the OIE World Assembly of Delegates in terms of Resolution XIV in May 2011, is suspended with effect from 1 June 2011.
