Identification of agent: low pathogenic avian influenza virus subtype H7N3*.

On 28 April 2006 the United Kingdom notified the OIE of outbreaks of low pathogenic notifiable avian influenza in poultry in the county of Norfolk in England.
All the disease control measures required by European legislation, including killing of all birds and cleansing and disinfection at the 3 infected premises, were implemented.
All poultry flocks in the area surrounding the infected premises and at risk flocks determined by tracing were subject to surveillance, with negative results. Investigations and surveillance were carried out in accordance with European legislation and taking into account the guidelines in Appendix 3.8.9. of the OIE Terrestrial Animal Health Code.
No other outbreaks of avian influenza have been discovered in domestic poultry in the United Kingdom.
Article 2.7.12.3. of the OIE Terrestrial Animal Health Code states that if low pathogenic notifiable avian influenza infection has occurred in a previously notifiable avian influenza free country, zone or compartment, notifiable avian influenza free status can be regained 3 months after the disinfection of all affected establishments, providing that surveillance in accordance with Appendix 3.8.9. has been carried out during that three-month period.
The final cleansing and disinfection operations of the premises were completed on 4 August 2006. Surveillance during the three-month period after this date has shown no other outbreak of avian influenza.
The United Kingdom declares that it has therefore regained its status as free of notifiable avian influenza in poultry, with effect from 5 November 2006.

Identification of agent: classical swine fever (CSF) virus.
Date of first confirmation of the event: 3 March 2006.
Date of start of the event: 1 March 2006.
Six months have passed since the last outbreak of the disease. The strategy of stamping out without vaccination has been applied.
Germany has drawn up different control plans each year for CSF control that are adapted to the situation of the disease in the country and set out further measures for CSF control and for the monitoring of the epidemiological situation in Germany with a view to finally eradicating this disease in domestic pigs and wild boar and to preventing introductions from third countries.
These plans contain requirements for the following aspects as key contents:
checks on the identification of pigs,
testing programmes providing for virological and serological tests in breeding herds and boar herds,
prevention and control of CSF in wild boar,
feeding of swill,
training and information schemes for farmers, traders and veterinarians.
These plans have been approved by the European Commission.
Germany declares that it has met the requirements for recognition as a country free from classical swine fever in domestic pigs according to Chapter 2.6.7. and Appendix 3.8.8. of the OIE Terrestrial Animal Health Code since 9 November 2006.

Two outbreaks of highly pathogenic avian influenza were reported in Thailand between 24 July and 2 August 2006 in Pichitr and Nakhon Phanom provinces.
Upon investigation, there was no epidemiological link between these outbreaks. The outbreak in Pichitr was caused by the same viral strain that had appeared in Thailand since 2004, the Thailand-Vietnam strain. The outbreak in Nakhon Phanom was caused by a new virus similar to the Southeast China strain.
Overall disease control measures conducted in accordance with the laws on animal epidemics have been maintained in 2006 as follows:
- stamping out of animals in the affected premises with 75% compensation (393,430 birds destroyed);
- disposal of carcasses and eggs, and infected and risk material (e.g., litter, feed, egg flats, etc.) and waste;
- disinfection of the affected premises, all infected/contaminated materials and other risk material; disinfectant was provided free of charge for use in 2,298,244 poultry premises;
- quarantine and movement control ( 1,029,588 birds inspected);
- surveillance programmes:
- nationwide active clinical surveillance and notification for implementing disease control once a case is suspected according to the current avian influenza case definition;
- intensive surveillance (known in Thailand as "the X-ray campaign") 3 times in all at-risk areas during 1-28 February, 1 June-31 July and 11-30 September 2006 (145,978 samples collected);
- routine sampling prior to movement (a total of 522,072 cloacal swabs were collected between January and October 2006).
- poultry restocking in the affected areas cannot be carried out until 90 days after the completion of disinfection;
- biosecurity improvement (on-going and long term activities):
- restructuring of free-grazing ducks to a housing system, registration and flock identification for 7,333,987 birds of 3,109 owners;
- registration of fighting rings/arenas (2,400 holdings were listed);
- identification of fighting cocks (248,877 birds of 107,163 owners were registered).
- no avian influenza vaccination is allowed.
There have been no new outbreaks of highly pathogenic avian influenza (HPAI) virus subtype H5N1 in Thailand since 2 August 2006. The period of 90 days after the date of disinfection following the completion of stamping-out ended on 1 November 2006.

In accordance with Article 2.7.12.3 of the OIE Terrestrial Animal Health Code, the Netherlands declare that they have regained the status as free of notifiable avian influenza, with effect from 3 November 2006.

The New South Wales (NSW) Department of Primary Industries has advised that the suspected Hendra virus (HeV) case in a horse reported on 9 November 2006 has been confirmed.
The Australian Animal Health Laboratory has cultured and identified HeV from samples from the dead horse.
Samples for serological testing have been taken from the companion horse, which remains healthy. No further cases of HeV have been reported.
The diagnosis represents the first confirmed case of HeV infection in a horse in NSW.
