In accordance with Appendix 3.8.9. of the OIE Terrestrial Animal Health Code, a surveillance programme was carried out during a three-month period and no suspicion or occurrence of the disease and no serological/virological positivity was detected. Consequently, in accordance with chapter 2.7.12. of the OIE Terrestrial Animal Health Code on avian influenza, Hungary declares itself to be a highly pathogenic avian influenza free country, with effect from 16 October 2006.

Description of affected population: two Lipizzaner stallions imported into the United States of America from Eastern Europe. The test mares originally used to clear the two stallions for entry were culture negative, but have been quarantined and are being re-tested (culture results pending). The two stallions have been continuously maintained at an equine breeding and research facility in Dane county where they recently tested positive for Taylorella equigenitalis during a breeding soundness test. There are 14 other susceptible horses on the premises; all are clinically healthy. Samples from these animals have been or are being taken for culture and results are pending. In addition, 18 susceptible horses (all mares) on an adjacent farm, which are part of the same breeding/research operation associated with the affected establishment, are being sampled and tested; results are pending.

Other details/comments: The two "test mares" used to test one of the imported stallions tested positive on the complement fixation test at the time of importation. This stallion was test-bred again to two other mares, with negative results. The stallion was then released to the breeding and research facility where it has remained since entry. The two stallions have never been used for natural breeding. Semen from these two stallions has been manually collected but has never been used. All semen collected has been identified and is being held at the facility. Six other stallions which were brought into the research facility for semen collection (and therefore had some potential for exposure) will be sampled (results pending).
