Veterinarians have a major role to play in matters of animal health, public health and animal welfare. Their mission includes animal health surveillance, early detection of and rapid response to animal disease outbreaks. The national Veterinary Services, which lie at the heart of the global public good represented by animal health systems, cannot fulfil this mission without the appropriate legislation and the necessary means to enforce it. This is the basis of good veterinary governance.
