The OIE's global “Performance of Veterinary Services (PVS)” Pathway is a tried and tested process to help countries diagnose their deficiencies, prescribe solutions and reach their strategic initiatives.

Since 2006, the PVS Pathway provides permanent support to prevention mechanisms that protect animal and human health as well as rural livelihoods around the world.  

The process targets good governance and capacity building for key national players and institutional systems via improved compliance with OIE democratically adopted intergovernmental standards for national animal health systems. The PVS Pathway not only strengthens these animal health systems, but also their cooperation with public health services, thereby building stronger global public goods.  

The PVS Pathway is a comprehensive measurement and evaluation system that is an effective and internationally recognised foundation for improving animal and public health at national, regional and international levels.

Furthermore, it is a voluntary process that involves the systematic evaluation of Veterinary Services with regard to international standards (initial PVS Evaluation); quinquennial costed operational budgets based on integrating the PVS Evaluation findings with national priorities (PVS Gap Analysis – PVS Costing Tool); assistance in the development and/or modernisation of national Veterinary Legislation (PVS Veterinary Legislation Support Programme); review and improvement of the Veterinary Laboratory network (PVS Pathway Laboratory mission and Laboratory Twinning Projects); strengthening and harmonising veterinary education establishments to align with corresponding OIE guidelines (Veterinary Education Twinning Projects); ensuring excellence of the veterinary profession in the private sector by setting standards and establishing measures regarding education and licensing (Veterinary Statutory Body Twinning Projects); and, a consistent mechanism for the monitoring and evaluation of progress of all components (regular PVS Evaluation Follow-up missions).
