Global Strategic Plan to end human deaths from dog-mediated rabies

OIE, WHO, FAO and GARC are united to deliver a comprehensive Strategic Plan to reach “Zero by 30”.  We developed the Plan in consultation with relevant global, regional and country stakeholders.

It provides a coordinated foundation for rabies prevention, integrated with the strengthening of human and veterinary health systems in order to reach the world’s most underserved populations.

Our progress so far


Since the launch of ‘Zero by 30’, over 2 million doses of quality-assured dog rabies vaccines have been delivered to 13 countries in Asia and Africa. This first progress report highlights the various other achievements between June 2018 and September 2019 to empower, engage and enable countries to reach the rabies elimination goal by 2030. It demonstrates, through concrete examples, the incremental collaborative impact of the four organisations of the ‘United Against Rabies’ (UAR) collaboration on national, regional and global rabies elimination programmes.

The Call for Action in 2015

Prior to the launch of the ‘Zero by 30’ in 2018, rabies elimination efforts had been fragmented across sectors and regions. In 2015, the world called for action by setting a global goal of zero human dog-mediated rabies deaths by 2030, worldwide.
