Simulation exercise: Chemical, Biological and Radiological incidents in Portugal

14 to 18 October

Prof. Dr Fernando Bernardo, Director General of Food and Veterinary Services, Ministry of Agriculture, Forestry and Rural Development of Portugal, informed the OIE that a simulation exercise on Chemical, Biological and Radiological (CBR) incidents in a civil emergency environment denominated “Celulex 19” will take place in Lisbon in Portugal, from 14 to 18 October 2019.

Key stakeholders participating in the exercise include civil defense organizations, security forces, fire brigade, public organizations and services with protection and relief responsibilities, and international CBR defense related organizations.

The exercise aims to promote knowledge sharing between entities over a set of scheduled incidents, designed to meet each stakeholder’s training objectives, in order to develop technical skills at tactical level, and to develop planning and coordination skills at operational level.

Exercise timeline is the following:
–    14 October: inprocessing
–    15 October: Biological (anthrax) incident
–    16 and 17 October: Radiological and Chemical incident
–    18 October: Distinguished visitors day

Entities may participate with: 1) subject matter experts, 2) CBR response teams, 3) observers, or 4) join the exercise planning and conduction team.
